Where your bank actually stands

Cards, bank accounts, and payment apps in detail — the everyday tools where nearly all of your money is logged and reversible by someone else. Every major U.S. bank, online bank, fintech, and credit union, by what it does with your data, what actually protects your deposits, and who answers for it.

Rule of thumb: your local credit union is usually the more private choice. Member-owned and not-for-profit, a credit union has less reason to monetize your data than a national bank chasing ad revenue — or a fintech that routes you through several partner banks. “Usually,” though, not always: most of the big consumer credit unions (Alliant, BECU, DCU) have quietly added the same forced-arbitration fine print as the banks.7

How to read this. The colored tag is the kind of institution — a traditional or online bank, a fintech (an app that isn’t itself a bank, so your money and records pass through one or more partner banks, each one more place your data lives), a credit union, or a brokerage cash account. Shares your data reads the one line of each bank’s federally-required GLBA privacy notice that matters most — whether it hands your information to unaffiliated outside companies for their own marketing. “Affiliates only” means it doesn’t: sharing stays inside its own corporate family and service providers. “Outside firms · opt-out” means it does, and you have to opt out to stop it. Worth knowing: this reflects deposit accounts (credit cards are usually shared more freely), and several banks automatically treat California and Vermont customers as opted-out. Against the usual reflex, most banks here don’t sell your checking data to outside marketers — the ones that do (Chase, Capital One) are the exception; the bigger everyday exposure is how far your data travels inside a large corporate family. Right to sue is what the account agreement does with disputes: keeps your day in court, sends you to private arbitration (an opt-out is usually offered — the window is short and easy to miss), or forces it with no way out. It doubles as a class-action signal: the FINRA-regulated brokerages keep your right to band together with other customers in court — the way most data-breach and junk-fee cases are fought — while most banks waive it. Sharing and arbitration values come from each institution’s current notice where we could confirm it; “Verify” and “likely arb.” mean read that institution’s own one-page notice before relying on it. Defunct products (HMBradley, Copper, Douugh, Juno) are omitted. Data reach is how far your records travel: a chartered bank keeps them in-house and among its affiliates, while a fintech routes your money and data through one or more partner banks named in its own disclosures, each an extra place your information lives. Deposit protection is what actually stands behind the balance — FDIC or NCUA insurance covers the failure of a chartered bank or credit union, but a fintech is not a bank, so app balances rely on “pass-through” coverage that pays only if the partner bank fails and the per-owner records are clean, as the 2024 Synapse collapse showed when more than 100,000 people were locked out of their savings. Regulator is who answers for it: a bank has a named prudential supervisor (which of the OCC, FDIC, or Federal Reserve depends on its charter), a credit union has the NCUA, brokerage cash sits under the SEC and FINRA, and a fintech has none of its own — only its partner bank plus state money-transmitter licenses. The small numbers link each claim to a primary source in Sources & notes below. The protection meter in the second column rates each institution on where your data travels, whether it is sold, how direct the deposit insurance is, and your right to sue; a fuller meter means more protective, and ‘Most protective’ orders the table by it. ‘Ownership’ is who ultimately controls the institution — a member-owned credit union answers to you, while a bank’s holding company or a fintech’s investors answer to shareholders. ‘Ad targeting’ is separate from the sharing column above: it flags banks that monetize your purchase history to target ads and offers. Chase runs its own ad network (Chase Media Solutions, built on a card-linked platform it bought in 2022); American Express, Bank of America, Wells Fargo, U.S. Bank, Truist, PNC, Regions and Citi run card-linked offer programs that do the same through a shared platform. The raw data mostly stays inside the bank — what is monetized is the targeting, and every resulting sale is also a card swipe the bank earns on. ‘Verify’ means no such program was confirmed either way. Tap any name to open that institution.Last reviewed July 12, 2026 — terms and policies change often; verify current details before relying on this. General information, not legal, financial, or tax advice.

Every rating here is read off a public rule or a documented event, not our opinion of a company. The numbers beside a cell point to the primary source for that specific claim — a federal regulator’s own page, a company’s own statement, or first-hand reporting. Where the law is the same for a whole category (every bank’s data-sharing line is governed by the same privacy statute), the shared source is cited once and named below. Cells marked “Verify” or “Unconfirmed” are exactly that: we could not confirm them from a primary document, so read that institution’s own current notice before relying on it. Which of the OCC, FDIC, or Federal Reserve prudentially supervises a given bank depends on its charter; the column names the common cases.

Sources & notes99 sources
  1. FTC / CFPB — Gramm-Leach-Bliley Act privacy rule (Regulation P). A financial institution must disclose its information-sharing and give you a chance to opt out before sharing your data with unaffiliated outside companies for their own marketing; sharing within a corporate family is governed instead by the Fair Credit Reporting Act. FTC GLBA Privacy Rule guidance
  2. FDIC — deposit insurance and third-party (fintech) apps. FDIC insurance covers the failure of an insured bank, not the failure of a nonbank or fintech; “pass-through” coverage to an app’s customers requires the partner bank to fail and accurate per-owner records, and the FDIC only decides whether those conditions were met after a failure. FDIC — insured banks vs. fintech apps
  3. NCUA — National Credit Union Share Insurance Fund. Deposits at a federally insured credit union are covered to $250,000, backed by the U.S. government; the fund does not insure digital assets or cryptocurrency. NCUA Share Insurance Fund
  4. FINRA — customer arbitration rules (2268, 12204). A brokerage can require arbitration of disputes but cannot make customers waive the right to bring or join a class action in court; FINRA reaffirmed this in 2026. That is why brokerage cash accounts keep the class-action route that most banks’ agreements remove. FINRA Rule 2268 · FINRA Notice 26-06
  5. CNBC — the Synapse collapse (2024). When the fintech middleware Synapse failed, more than 100,000 customers of apps such as Yotta and Juno were locked out of roughly $265M; many were paid cents on the dollar despite believing the accounts were “FDIC-insured.” CNBC: the Synapse collapse
  6. Fidelity — MyVoice (company page). Fidelity enrolls a biometric “voiceprint” to verify identity during phone calls. Fidelity MyVoice
  7. BECU — account-agreement change (2023). BECU, a large consumer credit union, added a binding-arbitration clause with a class-action waiver to its account agreements, with a short opt-out window — an example of member-owned institutions adopting the same fine print as banks. BECU account-agreement change
  8. Bank-owned media networks — Chase Media Solutions and Amex Ads. A few large card issuers now run their own retail-media networks, selling advertisers targeted access to their cardholders using first-party transaction data; the advertiser never receives raw customer data. Chase Media Solutions launched April 2024 as the first bank-led media platform, reaching Chase’s roughly 80 million cardholders (it grew out of Figg, a card-linked marketing platform Chase acquired in 2022). American Express launched Amex Ads in October 2025, letting brands target its 34 million U.S. Card Members using first-party transaction and travel-booking data across Amex-owned properties, beginning with AmexTravel.com; Amex runs it separately from its merchant-funded Amex Offers program. Chase Media Solutions Amex Ads
  9. Card-linked offers — Cardlytics and bank offer programs. Cardlytics runs an ad platform embedded inside bank apps and lists Bank of America, Wells Fargo, U.S. Bank, Truist, PNC and Regions among its U.S. partners, using purchase history to target merchant-funded offers behind the bank’s firewall and sharing the ad revenue. Citi (Citi Merchant Offers) and Capital One (Capital One Offers, which adds card-linked in-store offers targeted on cardholders’ purchases) run comparable card-linked programs. Cardlytics Capital One Offers
